Little difference, if any.

The main change between the PGM-I and PGM-II was the integration of the RC Valve control into the PGM. Some may argue that integration of the two systems was actually a mistake, as if you overload an MC16 or MC18 Mk1 servo it only burns out the (easily replaced) controller and not the ECU like on the later models.
