Set your multimeter into the beeper mode and connect the probes to the rh cylinder pickup coil (White/Blue & Blue wires I think).
While tuning the flywheel and the two lobes pass near the pickup coil you should hear a sound.

This will verify that signal passes to the PGM unit and pickup coil is fine.

Also check the RH ignition coil and especially it's corresponding wiring loom fitments, spark plug & cap.
