Well you seem to know what you are doing.
1) Yes,.. the fuel:oil ratio should be close to 40:1
See this thread to check that the oil pump is set right.
2) And yes,.. check the carb balance to see if that's why the pipe temperatures differ.
For it not to have seized using such little oil indicates that it is almost certainly running rich,.. and just as well !!
