Can't see why the radiator wouldn't fit even if it's not identical.
The '21 seat does fit the '28 if you cut the rear plastic lip off or really force it on, I'd guess the '28 seat on a 21 would be loose. _________________ Please do not PM me technical questions, if you can't find it on the Forum start a thread
