after having a look round this site, i discovered that the mc28 can be deresricted by the wire splicing method and the use of a "certain" hrc card. will full power be attainable this way? and, how does the unrestricted mc28 output compare to the unrestricted mc21's? this "certain" hrc card... a difficult find, or not?
The HRC 030 card is the only one still available, Tyga can help you get one, talk to them.
To properly de-restrict a '28 you'll need;
a; an HRC card.
b; to wiresplice the loom.
c; to either grind the washers from the exhaust pipe headers (if they're there, some aren't) or fit some race pipes.
d; to cut a couple of 1.5" holes in the airbox lid.
e; to get this lot set up, so ideally you also want the HRC jet kit.
Then you'll have something that is about the same as a de-restricted and setup but otherwise stock mc21, or an mc18 with the orange wire pulled apart, i.e. in the region of 60-62bhp.
You should be aware that the speedo, low oil warning and odometer will all vanish with an HRC card in the card slot and in it's place the speed read out will be engine temperature instead. Also the side stand in gear cutout stops working.
If you put the o.e. Honda card in (despite rumours to the contary it will work and run, all be it very badly) the speedo and odometer work but the low oil warning is gone, as is the "off" warning you'd get if the on/off switch was "off".
You can also do half a job by fitting the mc21 flywheel and sorting the exhaust and airbox out same as above. The result is a little bit flat at the very top compared to a full fat mc21 but it does retain all the road kit and is quick enough to keep a sorted RVF400 ridden fairly sanely in sight on the road up to 100mph or so which is all I want. Once again some level of set up will be in order.

In the USA, the best NSR is the one you can get hold of with a title! Anything after that is less important.
The MC21 is the best mix of parts availability, ease of de-restricting and ownership. The MC18 is often quoted as faster, though is the oldest of the sensible options. The MC28 is the newest, but has complicated ways to access any decent power.
Most bits will interchange with the 21 though, so just about any kind of hybrid is possible.
