"MSO" for NSR

Well my title work came back from the state. They said no-go for my first attempt, which was basically taking a title transfer application with no title (but notarized bill of sale) to my state rep and having him hand carry it to the title office at the capitol. Even though I know for a fact that there are other NSR's titled in PA, they came from other states where they already had a title. I could probably get a title from another state and then go through a similar hassle of going through the process of re-titleing it here, but I was told that with a MSO I could get a title for it. Is there any way of me getting one of those easily or do any of you know people that can help out? I'm not even sure if what I need is bike (serial number) specific.

I'll bite, whats an MSO. Note a familiar term here in Mi., and I'm familiar with most everything it takes to get a title here.

When a machine is new before it is titled it get an MSO which the dealer takes to get a title. You won't be able to get one. In MI it was not easy to title and that was with some shady business on my part.

The dang 11 digit vin sends up the red flags. I had bought mine through a police auction which supplied me with a TR-52. A wonderful form which makes all the bad title gremlins go away.
I've heard of others which were required to have a new 17 digit vin assigned. Thats no good though, it's like herpes, it will be with your bike forever.

I added NSR250 to the beginning part of the VIN to try and get it to go through with the proper number of digits. I thought that was really sneaky on my part. The title lady told me to try the other representative and do some smooth talking. We'll see what happens.

A vin must conform to a vin standard with check digts etc... Making up any or all of a vin won't help. Not sure a political figure will either. Come to think of it I have yet to find any valuable use for a political figure (ie, Obama supporting Gates w/o knowledge, but don't get me started!!)

First off, can you find someone else from Pa. who has gone down this road with an NSR and see how thay did it?
In Mi. there is a Secretary of State (Our version of a DMV, refered to as SOS) form refered to as a VIN inspection form. Any law enforcment officer can inspect the vehicle to determine if the vin supplied to SOS is the actual vin on the vehicle. The form also has a place on it for a full blown vehicle inspection, such as lights, horn, tire tread depth, windshield wipers, yada, yada, yada. You might check in Pa to see if they have something similar. I know here in Mi. that form carries alot of weight. It shows SOS that law enforcement has confirmed the vin and ran the vin to determine the vehicle isn't stolen. It also can satisfy the SOS that the vehicle is a road worthy vehicle by way of the total inspection.
Also, simply ask your DMV what they need to make it happen. It's been done before and it will be done again. It's just red tape.

I would think if you gave any DMV in the States a MSO it would be over before it started.

And you're better off not changing your VIN in the paperwork as it needs to match what's stamped on the bike.

There is one way I can think of that might work in your state, I'll send you a pm.
