1st & 2nd Gear Issues

Hi guys
My freshly rebuilt 21 race bike is real boggy aroung 8k but only in first an second but from third on seems alot cleaner.
Would you think this is purely down to jetting or something a little stranger??

Your bikes got so many trick bits on it I wouldn't know where to start!!
