Standard they're both exactly the same, 45bhp.

Derestricted (wiresplice amd opened airbox) but with no other changes, an mc18 might make 62bhp, and mc21 around 60.

If there's a big difference one's restricted and one isn't or ones a lot fresher than the other.

Mine only made 56BHP at the rear wheel, but that could be that it's still running a bit rich

Rich or tired (needs rings), both will kill power.

Could the rich or tired also be the case when the MC21 made 60 when the MC18 made 62? Perhaps the only reason the MC18 made slightely more is because it was fresher and slightley better jetted?

Going back to the original question..as Fontyyy said, you will probably find the MC21 is still restricted and the MC18 is not or the MC21 has an problem, both restricted or both de-restricted there is very little between them.

MC18's always make more than '21's mod for mod.

MC18's have better porting and boost ports, better cranks as well as better crank cases. An MC18 might make 2hp more at peak but will also makes around 5hp more in the midrange.
