It is an oval-to-round transformation piece rather than just an exhaust flange. If you look at the profile of the exhaust outlet on the barrel, you will see that it's oval. The pipe is round, so this "flange" allows a smoother flow of exhaust gas, in theory making the engine more efficient to make more power.
I`ve got some of these with my Dog Fight pipes for my race bike.
They worked really well on that.
I think they are the right thing to use for perfomance, according to the books I`ve been reading.
