Redistricting mc18

I was pulling my hair during my build thinking the power valves were not working correctly. Originally the power valves did not move at all, this was sorted with a replacement sub module.
Now working I then went to set them up but they did not appear to be working correctly, if I turned the motor to high manually and then turned the ignition on it just moved to the low position and stayed there, I disconnected th tps and there was no difference.
Started bike and warned up, tried at various revs, still no movement.
Replaced the pgm and the other module and still exactly the same, original Pym and module refitted. Finally I reconnected the black and blue wire by the red plug, low and behold power valves now working and moving to various positions through Feb range.

Now my question is this, if the power valves move to the low position when the black and blue wire is disconnected won't it be even more restricted if the power valves aren't moving at all.

Is it a 4J or 6K SP?

On my 2J I made the stupid mistake of disconnecting the wire by the PGM, which disables the powervalves. The correct location to pull the wire is at the back in the tail lamp connector
