Can you tel a dodgy stator just by looking?

Only if a winding has physically burnt out, and even then it's not a certainty that you can see it. If you can see it, it will normally see a blackend and/or fractured wire(s) on the coil windings, and maybe melted "wax" around the area that's got too hot.

Have you gone through the Electrex fault-finder in the Workshop? Have you tried an alternative regulator/rectifier? If you talk to Racer38 nicely, he may have an MC28 stator he could bring with him for you to try at the weekend!

I have to confess that's the first time I've looked at the "Electrex fault-finder in the workshop" Embarassed

Swapped reg/rec with the RVF, RVF is still fine, NSR is still not fine, I can't say that shocked me Rolling Eyes

The stator is at my local dealer, he says they'll get it checked out, they're a tiny little proper Honda dealer, seem to get any part you ask for in about 2 days, work on any bike, none of this no greys nonsense and they've never let me down yet, there's no rush, if I have to do Oulton on the RVF it's not the worst thing ever.

We'll see.........

A simple continuity check will usually show a duff one. Should be in the region of a few ohms down each wire, with no open or short circuits between the windings.

Yes but not always. I once had a (dare I say it ? Embarassed ) MZ that would stop after 1/2 an hour, with low battery. Checking the stator on the bench and in the machine showed nothing wrong, but one of the windings had the insulation worn off and it shorted to the frame only when the engine was running, because of the vibrations.
