Is there anything that can be done about spot rust on fork stems such as replating. Is the fork surface a special type of chrome? Will replating effect fork performance (seal). Methods in preventing further spread of rust?

You will need to have them replated the chrome is a special chrome called hard chrome same as used on hydaulic rams on hevay plant diggers such as jcb and case .They will come out just the same as original as they grind the fork after chromeing back to stock size so seals unafected .
If it's very minor pitting and not going to effect seals too much, up round the yokes (triple clamps) or tiny pit marks for example, you can clean it up with Autosol metal polish or even localised wet/oil sanding with 1200 Wet'n'Dry. Thoroughly clean the chrome after, and then give it a wipe with ACF50 to prevent any corrosion seeping back in.
This will stave off rapid deterioration until you are ready to have the stanchions re-chromed.
My MC21 sat under a cover outdoors for the whole winter with all the exposed metal areas wiped over with ACF50, and it looked exactly as I left it 6 months ago when I lifted the cover off. It's expensive, but really good stuff. I coat everything with it now!
It cleans really well too, especially caked/baked on 2-stroke "spooge" from stainless pipes and engine casings, but don't get carried away as it will soon become an expensive cleaning medium! _________________ Andy.

I'd much prefer to clean something like the fork chrome by hand personally. Even a soft wire brush spinning at speed on an electric appliance can remove material very quickly.
