There are a few things you can do to bump the power of the MC28 a little, but really, the only true way is with the HRC card. In our experience, the difference between a "delimited" MC28 without an HRC card, and one with a card, can be as much as 10hp!
Your card can be re-programmed, but you need to send your card and PGM-IV to Japan to have it done. Currently a company called KONTEC are the only reliable company to offer the service. You will be able to find them via Google.
I have heard people claim 55+hp using MC21 parts on an MC28, but the few bikes we have dyno tested have struggled to get much over 50rwhp. _________________ Andy.

We've dyno'd MC28s with similar spec, and on the same dyno that we've tested dozens of other NSRs on, in literally hundreds of configurations, the best we ever saw was around 55hp. (Usually closer to 53hp.)
The best "delimited" MC28 with and HRC card/jet kit/race pipes etc. (i.e. bolt-on upgrades) was 63hp. Any MC28 without the HRC card has always been 8-10hp down. _________________ Andy.

In my experience, you really should use the HRC (or equivalent) jet kit, to get the most out of the modifications. It's extremely difficult to jet them and produce good power with a standard airbox, and almost impossible to get the NSR to carburet cleanly without the adjustable needles and HRC air correction parts.
As the genuine HRC kit is virtually impossible to find now, I would suggest a jet kit from T2Racing in Japan. I expect, although cannot guarantee, T2Racing could both supply you with a jet kit, and arrange re-coding of your PGM-IV & card. Definitely worth asking. _________________ Andy.

We often modify the NSR airbox, but given how expensive and difficult to find standard MC28 parts are becoming, I would suggest pod filters, as long as you don't mind the increased noise. (The bark from the carbs can be almost as noisy as the sound from the exhaust silencers!)
Open carbs give the most peak power, a [modified] airbox gives the best mid-range and the least noise, but also the least peak power, and foam pod filters are a great balance between the two. Almost as much peak power as open carbs, but with some dust & dirt filtration. _________________ Andy.
