I just recently purchased a 1996 MC28 (CA Plated ) and am going to be doing a few upgrades. The bike already came with some Tyga GP pipes, and I recently purchased some high flow reeds, Tyga race airbox, and some different jets. I did a baseline dyno run and the bike only put down 37hp. I also purchased 2 and 3 degree woodruff keys in order to change the timing. I was told that this would essentially be the same as using an MC21 Flywheel, is this true? Does anybody have a source where I can find an MC21 Flywheel? I've been looking on the Yahoo Japan Auctions, but unfortunately none of the sellers will ship to me in the USA. I must say that this bike is THE MOST fun i've ever had on a sportbike!! It's just so much fun to ride. I'm really itching to have about 65hp though with a little more bottom end. I'm thinking that I'm going to do a 300cc kit. I was told that the Ignitech management system is a good way to go as the PGMIV system on this bike is not good for tuning. What management system are most people using on there MC28's when tuning? Sorry for all the questions!! I can tell that this is going to be a never ending project...hahaha.
Just about everything you can do short of an HRC card.
Personally a wouldn't bother with the Ignitech ignition. Either get the std card/PGM reprogrammed to HRC spec (advice is listed atvthe top of this forum section) or fit the MC21 PGM unit.

Without an HRC card, you are never going to see much over 50hp... and we've never seen any physical evidence to prove otherwise.
To get 65hp out of an MC28, or any NSR for that matter, you will need to undertake engine work. Also, unless you can get good quality fuel where you are, you're not going to get 65hp from an MC28, because low octane fuel will not support the optimisation that 65hp requires.
Don't be lead into thinking that there are any shortcuts. HRC card is the only way to go, unless you are prepared to drop the PGM-IV for an earlier unit. _________________ Andy.

I definitely would like to look into getting the HRC-030 setup and what that all entails. Luckily I do have access to great fuels. I can buy 100 Octane Unleaded at a local gas station, and have a friend who can order me up some Sunoco 112 Leaded fuel. I ended up locating an MC21 flywheel, so I guess I'll just go that route for the time being which should still give some nice power gains over the measly 37hp i'm putting down now. If I end up doing the HRC-030 setup, will that management system work when I decide to do a 300cc big bore kit?

To my knowledge the best thing you can do with an NSR in order to go fast is just to keep it as Honda as you can.. (forget about,RM pistons,whatever pistons or other ignitions etc) and most importand,keep it simple..
PGMIV is a really cool ignition,card programming,cool looking clocks with the LCD,unique steering lock etc etc but other than these feautures imho its a pain in the ass if you want to take the most out of a stock bike.
The current known path right now is to stick to Honda parts.
Neal is working on a programmable ignition which I hope he has success with to motivate me to work on mine. Matt at TYGA has his secret tricks as well.
For those willing to try, I think there are some small gains out there, but you will find it is small gains and it will mainly be for tinkering value rather than big gains and development.
HRC card is the only way forward. The MC28 might look cool but it was an exercise in style engineering rather than performance engineering.
Back to back testing has shown a MC21 fly wheel is not any sort of answer to the MC28's limpness.
See below, MC28 fitted with 300 kit. Green trace, MC21 flywheel, open air box HRC jet kit. Purple trace HRC 030 card, open air box and HRC jet kit.
Even with a 300 kit it barley makes 55hp with the MC21 fly wheel fitted, over 10hp gained by de-restricting properly with a HRC card. Without the card a 250 is even less at just over 50hp.
If you have decided to buy a MC28 you have to be prepared to spend the cash to get it to any decent level of performance; ie one that all the other NSR's models (apart from the MC16) can do with little or no expense. _________________ If I have to take the carbs off once more...
I've installed a PGMII on mine,along with a set of Tyga pipes,love the way it works,fatty midrange,nice lows,great kick at the highs with a healthy 12500 over rev..Just love it..
The PGM-II system in my eyes is one of the best. MC18's always run very strongly (they also have the best standard engine which helps mind). The PGM-II was also used on the HRC F3 and RS250 bikes.
Nothing wrong with the PGM-III either but the II is simpler. The PGM-III went on to be fitted on the Factory 250/500 GP bikes. Either system works well. _________________ If I have to take the carbs off once more...
What we're saying is the PGM-II and PGM-III consistently perform better than an HRC carded PGM-IV, but it's only worth changing to a II or III if you are after the last couple of HP or are unable/unwilling to source/reprogram an HRC card.
At the end of the day, there was a reason PGM-II and PGM-III were used in Grands Prix, and PGM-IV wasn't! _________________ Andy.
